FACTORS AFFECTING THE PERFORMANCE OF PUBLIC ENTERPRISE IN NIGERIA (A CASE STUDY OF WATER BOARD, ADUWAWA, BENIN CITY)



ABSTRACT
This research work is centered on finding out the major factors militating against the efficient performance of public enterprise with a focus on the Water Board Aduwawa Benin City. Since Water Board Corporation has given various reasons for its inefficiency, to determine the effect of the following factors on efficiency and effectiveness are as follows: government control or interference, the management structure of the corporation, management of resources and the staTE policy of the corporation. This researcher used both primary and secondary source of data collection. Primary data collection comprises personal interview of the respondents, while secondary data comprises the uses of journals, magazines, textbooks, and internet. 200 questionnaires were distributed to the respondents, 156 were retrieved, random sampling techniques were adopted, simple percentage was used to analyze the responses of the respondents. It was concluded that the outright privatization of Water Board is not a Panacea for improved performance and efficiency of the enterprises. Recommendation were given, the researcher concluded that the following should be paid attention if public enterprises would be effective. Professionals should be employed to handle the management and day to day operations of public enterprise and they should be free from government interference. Workers should be given autonomy to exercise their ability. Conclusively, the management of public enterprise by government should not be based on political appointment where incompetent persons may be placed as senior executives.

CHAPTER ONE 
INTRODUCTION
1.1     BACKGROUND OF THE STUDY
It is a common phenomenon in Nigeria that most public enterprises perform very much below public expectation. People make this assumption without knowing the inside story of most public enterprises.
All that is known is that such parastatals render poor services since they cannot pay their staff, so they rely on government subsidy for assistance.
It is observed that despite the widespread criticism of these parastatals, few objectives investigating  have carried out to determine the actual causes of their alleged poor performance have remained vaguely known.
The observation is true of many public enterprises in Nigeria and especially of water board cooperation. The focus of this study has variously and ridiculously been described as the “Sickest baby” “the prodigal child” it has sometimes, been described as most unworkable enterprise in Nigeria. This study examines the factors responsible for the declared inefficiency of water board under various subheadings.
As stated above, the rational for this study cannot be overemphasized. Water is essential commodity to the rich, poor, young, old and institutions have suffered some limitation. Its generation transmission and distribution are the greatest headache to Nigeria society. So what is the cause or cause of this apparent inefficiency? These are some of the question this study is set to answer

1.2     STATEMENT OF THE PROBLEMS
Since Water Board corporations has given various reasons for its inefficiency, to determine the effect of the following factors on efficiency and effectiveness are as follows:
(i)                Government control or interference
(ii)             The management structure of the corporation
(iii)           Mismanagement of resources
(iv)           The stay policy of the corporation.



1.3     RESEARCH QUESTIONS
(1)     Does the level of effectiveness of government enterprises depend on the degree of autonomy it enjoy?
(2)     Is poor performance of water board a function of mismanagement?
(3)     Does lack of motivation causes poor performance of personnel in Water Board?
1.4     RESEARCH HYPOTHESIS
HYPOTHESIS I
The hypothesis to be tested in this study includes the  following:
(i)                The level of effectiveness of government enterprises does not depend on the degree of autonomy it enjoys.
(ii)             The level of effectiveness of government enterprises depend on the degree of autonomy it enjoys.
HYPOTHESIS II
(i)                The poor performance of water Board is a function of mismanagement
(ii)             The poor performance of Water Board is not a function of mismanagement.
HYPOTHESIS III
(i)                Mismanagement in Water Board is not caused by its poor quality personnel
(ii)             Mismanagement in Water Board is caused by its poor quality personnel
HYPOTHESIS VI
(i)                The poor performance in Water Board is not caused by lack of motivation.
(ii)             The poor performance in Water Board is caused by lack of motivation.
1.5     PURPOSE OF THE STUDY
The purpose of this research work will be categorized into two aspects or areas with major sub objectives. This main purpose is to determine the factors that are responsible for the poor performance of our public enterprises despite the huge financial investment by various governments.
The above stated major objectives will however dovetail from the sub-objectives which are as follows:
1.                 To find out whether the personal position of the Water Board was adequate for the effective performance of the cooperation.
2.                 To determine if privatization could enhance its effectiveness.
3.                 To find out the extent to which the staff are motivated.
4.                 To find out if government and individuals interface or concern in the performance on Water Board.
5.                 To five recommendations or strategies needed for better performance of the public enterprises.
1.6     SCOPE OF THE STUDY
This study will be restricted to Water Board Aduwawa Branch, Benin City for gathering information and administration of questionnaires. As it may not be possible to go round all water board offices in the country because of the cost and time available for such exercise.
It is expected that Water Board Aduwawa Branch, because it will provide a sample outcome.


1.7     SIGNIFICANCE OF THE STUDY
Since water is essential to living, this study is important as it focused on the measure to put in place in order to improve the processes and to generate distribution of clean portable water.
1.8     LIMITATION OF THE STUDY
There are some basic needs in life for man to achieve its purpose and time posed problems. This study is limited to Water Board Benin City, Edo State Aduwawa precisely.

1.9     OPERATIONAL DEFINITION OF TERMS
·                    What is Publish Enterprise:   It is a state owed organization setup to provide national service for the good critical of the country. The government ministry usually appoints the chairman and members of the board of public enterprises or corporation.
·                    Parastatals:            This is defined as an enterprise in which government has either a sole or least controlling interest. The word us recent as it is used to connote public enterprise in Nigeria.
·                    Management:      According to Druef (1975), defines it as the process of group goals. It is the direction of enterprises through the planning, organizing, coordinating and controlling of its human and management resource towards achieving organizational goals.
·                    Performance:       In this study, performance is used to include the useful work or output produced or performs. It is the level of operational efficiency attainable.
·                    Autonomy: This simply means self-governing, in this study autonomy control in its entire ramification.
